I just inherited a 9mm pistol, and thought I would reload ammunition for it, I went down to Sportsmans Warehouse to buy a set of Hornady dies (the only dies they had in 9mm) and the label on the box says 9mm -9x21. I thought 9mm was 9x19, 9mm luger. So I got hold of a salesperson and he looked it up on their computer and said that these dies will size 9mm makarov ( 9x18) 9mmluger (9x19) and9x21.

I bought the dies taking his word for it, then I thought I would get some expert opinions, so I'm asking you guys. Is he correct? can I use these dies on a regular 9mm (9x19)?

You can without a problem.  Adjust them as you would any other set and you'll be fine.
Good luck, 788

You "can" load 9x19 on 9x21 dies, I wouldn't.

Just like using 357mag dies on 38sp cases, you'll have trouble crimping them, crimp in 9x21 die, is 1mm (.079") too high. Because 9x21 die is meant for .356" bullets, crimp may be loose, with .355" "normal" 9x19 bullets.

You can use 9x19 dies to size 9x21, much easier, just like using 38sp dies to size 357mag, just raise die a bit (.1-.08") off shell holder.

I would return the 9x21 dies and get 9x19 dies, instead of ending up grinding bottom of 9x21 dies, to make them fit.

9x19 uses .355" bullet
9x21 uses .356" bullet (same as 38super)
9x18mak uses .365" bullet, so would it be sloppy fit with 9mm .355" bullet.

Both Midway and Brownell have 9mm "luger" dies (9x19) in stock and free shipping over $49, easy to find something extra, to get over $49. Several brands available, be sure to get either carbide or titanium sizing, not plain steel dies, lubing steel pistol dies, isn't worth cost savings, over carbide.
