Some background. i have 2 VariX-2 1-4x, these are great. one is for my 416 DGR, and it haas been on two african safaris, lots of bumps and been on the 416 for about 5000 rounds. It is a great scope. I love the FOV on 1x. i have it in extra low Leupold mounts Front and back mounts ar "extended 1 inch. on a M700 custom action. it is right where the rifle sights are and comes up perfectly. I ASSUME the vx-2 is at least as good as the VARI-x2. The other 1-4x II has spent time on 44 mag Marlin, marlin 30-30 and 7x57 Ruger.
i have 7 Leupold 2-7x. interesting as my brother was over yesterday, and he asked about them so we went thru the gun cabinets looking and examining. I have a 2 "compacts and 5 varix-2 in the 2-7x. Some of those varix-2s are "old" models from the late 60s early 70s. The objective lens is 32mm smaller than the 33 of the recent additions. all these scopes are doing exactly what i bought them for. i just two months ago mounted a varix-2 in 2-7x on a Marlin 375 lever gun, shooting great.
My brother has the Leupold 1.5-5 on his 416 weatherby, which i've shoot more than he has. it is a good rugged scope. But the FOV is not as good as my 1x. I think this is an important thing is a DGR, but not in a sport hunting rig.
Presently i don't have a 35 whelen, but i'm familiar with them and my 338 mags are close to that cartridge. IMO the 35 deserves more power than the 2-7x. Me and my brothers shoot 300+ yards at game with the 338, and the 35 cn do the same. My eyes are bad so maybe i like more XXXXXs. I have a 4-16 50 mm on my 338; and from time to time have had the varx-2 3-9 40mm on it. the Leupold 2-7x vx-2 is REALLY a 2.5x-6.6x. I think the 35 could us more power.
alot depends upon what the gun 935 whelen) is going to be used for if you are walking Alaska creek bottoms looking for big bears go with the 1-4x. the 2-7 would also be good for this. If you are hunting deer at various ranges I'd go with a 3-9x minimum.
Anyway as long as it is Leupold you will be happy.
