Montana Hunter Seeks To Modify Existing Lead Shot

This email was received from Ric Carter of Somers,
Montana. Anyone wishing more information about
his proposal can contact him at the address below.

I am going to throw this out for your consideration. I
will be sending this to my representatives in
Washington and other hunter-friendly people there.
With any luck, we may be able to gain some ground
on hunting. Please spread it around to people
interested in black powder and shotgun hunting.

A Proposal Regarding Muzzleloading and
Damascus-Barreled Shotguns

When the laws passed restricting lead shot were put
into effect, many older shotguns were made
unusable for waterfowl hunting. Muzzle loading and
other antique shotguns, are unsafe to shoot with
substitute shot. Severe damage will result to the
firearms, and could cause injury or death.

The numbers of these firearms in the United States
are miniscule. I would be surprised if they comprise
.001% of guns that would be in the field during the
season. The amount of lead shot fired during a
season would be negligible. I propose there be a
lifting of restrictions on these classs of firearm:
antique, Damascus barreled and muzzle loading
shotguns for the use of lead for waterfowl.   

Please help us restore the use of these fine old
firearms to the hunting fields.

Ron, thanks for posting this. I'm still working out details to submit. I was told to contact Ducks Unlimited, and try to get thier support on this.

My estimate of possible hunters added to the field was questioned by one individual. I came up with that number in this way. At a national rendezvous, of say 3000 people, only maybe a hundred people take part in competition. Of the other attendees, a surprisingly small number actually shoot muzzloloaders. Of those who shoot, even a smaller number even own a smoothbore. And, of the smoothbore shooters, maybe one in ten use, or would use, them for waterfowl.

Nationwide, I would be surprised to see over three thousand tops take to the duck blinds.

Others, not involved with muzzleloaders at all, may have an old Damascus twist barrel around they would like to try out. I would imagine this number would be even lower than the ML users.

If a proposal can be presented to the Federal law makers, and pass this lessening of restrictions, we will still have to go to the state level, to change laws there.

I think this may be a do-able thing, as a rider on a larger bill, without much fanfare. The biggest draw back, is we are such a small voting block that would be interested in this change.    

When I get a better idea of where I'm headed with this, I will post the info. Any input or suggestions are welcome.
