Scopes and rifles are never a perfect match . . . doubt if it would be a perfect match if you got a Tikka [Hakko]scope.
First . . . forget about lapping scope mounts . . . they usually don't need it . . . I have never done that and I have never seen a situation where it was needed. Why remove the finish on some fine mounts?
Second . . . I have to second Rob1
on getting Burris Signature mounts. They have insert kits [separate from the synthetic rings in the mounts] which will allow you to move the scope around wherever you want it . . . within reason . . . and you will never scratch a scope with those inserts. The mounts come with a concentric insert, but you can get offset inserts which mimic shims. Get it centered - tighten it down - and that scope will never move.
Third . . . nothing wrong with shims . . . most gun dealers carry a little kit of various shims just for such occasions. It's a normal adjusting process. Remember . . . use a minimum amount. However, with my Howa and either Simmons or Bushnell scopes, I didn't need to use shims.
Be sure your scope is properly bore sighted. Then, even after you shoot it - and you think you have it right on - you may want to go back and move one of the inserts one way or the other - for perfection.
Since you are starting fresh - get the Burris mounts and save yourself a lot of grief - and mayhem to the mounts. Burris came out with these mounts just because of such problems. The Tikka/SAKO mounts are similar.
